DPR Permit is the license required to operate an Oil and Gas service company in Nigeria. Application for this permit is usually submitted to the Department of Petroleum Resources (DPR) through an online or offline medium named Oil and Gas Industry Service Permit (OGISP).
DPR is the sole body responsible to formulate Regulations and Guidelines for Oil and Gas Industry activities in Nigeria.
There are three categories of DPR permit that can be granted after submitting a satisfactory application and approved by DPR Director.
The General Purpose: This category covers Minor Supplies, Works and Maintenance services and do not require specialized or certified competencies. Applicants are expected to choose not more than one (1) service/job from the three (3) classifications. Not more than two services could be chosen under the Works classification.
There are job groups under this category. They are as follows:
WORKS (Artisans): This includes Minor Welding, Minor plumbing, Minor Painting, and Photographic.
MAINTENANCE (Artisans): This includes Minor Civil, Minor Mechanical and Minor Electrical.
SUPPLY: This includes Minor Civil Maintenance Materials, Minor Mechanical Maintenance Materials, Minor Electrical Maintenance Materials, Plumbing Materials, Minor Computer Accessories/Consumables, Welding Materials, Minor Catering Services (Provision of Snacks and Beverages for Meetings, etc.)
Others as may be determined by the Director of Petroleum Resources.
Major Category: Under the Major Category applicants are required to possess relevant and verifiable technical/special skills. There are many job groups in this category. Some of them are Consultancy, Aviation support, laboratory, Protocol and Logistics and so on.
Specialized Category: Under the Specialized Category, applicants are required to possess relevant and verifiable technical/special skills with different job categories like Offshore Pipeline laying and construction, Onshore Pipeline laying and construction and many others.
LIST OF REQUIREMENTS FOR DPR PERMITS
The following documents are required for any New or Renewal of DPR Permits Application:
- Certificate of Incorporation A certified true copy of Memorandum and Articles of Assoc.
- Other company incorporation documents, such as CAC Form 1.1 or CAC Form CO2 & CAC Form CO7
- Current Tax Clearance Certificate
- List of Equipment/Facility available to the company
- Receipt of payment of the Employee’s Compensation Scheme (Nigeria Social Insurance Trust Fund)
- Medical Retainership Agreement with a hospital
- Company’s Profile
- Staff’s list (including the position and qualification of staff)
- DPR endorsed the request for the expatriate quota (where applicable)
- List of approved expatriate quota position and their Nigerian understudies (where applicable)
- Proposed training programme for Nigerian staff for the current year
- Registration by a relevant professional body (where applicable)
- Technical agreement or MOU with Nigerian Company/DPR accredited laboratory (where applicable)
- Health, Safety, Environment and Community (HSEC) Management System
Step 5: Submit your application
Applications with false or forged documents will be disqualified with applicant forfeiting the remitted fees. DPR also reserves the right to prosecute in this regard. Also, DPR does not deal with unauthorized representatives of the applicant. Applicant willing to be represented must duly authorize or appoint a professional agent such lawyers for such processing and representation.
INSPECTIONS
The DPR may conduct inspection/assessment of the facilities for all new applicants under the major and specialized categories, prior to consideration for the issuance of permits. Inspections would also be conducted on companies whose permits had not been renewed for more than three (3) years preceding an application. All applications under Major and Specialized categories will be subjected to further evaluation by relevant Divisions/Units in the DPR; and assessed for their professional competencies and capabilities. DPR may inspect any existing companies/businesses that have applied for renewals from time to time.
Companies must have a physical presence in Nigeria. Inspections are without notice and without prejudice to existing permits and/or approvals.
STATUTORY FEES
Payments of statutory fees can be made directly through any Nigerian bank or any convenient electronic payment option – further payment instructions are available at the point of payment on the OGISP portal. Remita RRR is required before payment is made. see www.remita.net
The payment of the statutory fees does not guarantee the issuance of a permit in any guise. Permits are issued only after applicants have fulfilled all other necessary conditions.
RENEWAL
The subsequent renewal of any expiring DPR licenses can now be submitted online accompanying with relevant documents for processing and payment of statutory fees. The renewal, like the new one, can be granted within a few days after the submission of the online application for renewal.
